The Starter Grant is the first level of financial support from U4Heroes Foundation. It is intended for organizations that have successfully completed the Support Service School and are ready to implement support-service practices in their unit.
The grant covers the launch of operational activities: staff salaries, purchase of materials and equipment, and transportation and administrative costs. It is paid in two installments — after signing the agreement, and after six months of active service operation.

Grant funds may only be used for the development and operational activities of the support service. Every expense must comply with the budget approved by the Foundation. Administrative costs may not exceed 15% of the grant amount.
Engaging external specialists (consultants, lawyers, methodologists, etc.)
Organizing events within the scope of the service's work
Transportation costs for service staff directly related to performing their duties
Office and stationery expenses for running the service
Technical equipment and software for case management
Training and professional development for service staffEligibility Requirements
- Attendance of at least 80% of program sessions
- Passing the final test (exam)
- Presenting the knowledge gained to colleagues in the unit
- Making a charitable donation no later than 3 months after completing the School
The grant is paid exclusively to the account of a registered non-governmental organization (NGO) or charitable foundation (CF).
The organization submits reports in two steps:
- Financial report — verified expenses in line with the approved budget, supported by primary documents (invoices, acts, payment orders).
- Narrative report — quantitative indicators (number of service members reached, number of cases handled) and qualitative outcomes (changes in the unit’s overall condition).
Reporting deadlines are set out in the individual agreement with the Foundation and depend on the grant disbursement date. Eligible and ineligible spending categories are listed in a separate section, “Grant Expenses.”
No. Grants are part of the training program, not a separate funding opportunity. To receive Grant 1, a team must complete the full training cycle: attend at least 80% of sessions, pass the final test, and present what they’ve learned to colleagues in their unit. Grant 2 is only available to teams that have already received Grant 1 and have six months of active service operation behind them.
Attending at least 80% of the program is a mandatory condition for receiving Grant 1, not a suggestion. If a team doesn’t reach this threshold, it will not receive the grant under the School’s standard terms.
